This message is prompted by several recent and related items:


  1. 1.  Report of the PR Senate Education, Science, and Culture
     Committee, Sept, 19, 2001 - recently distributed to profs, also
     available in electronic form - page 201.  "El deterioro en la
     situatión económico de los jubilados fue señalado reiteradamente en
     el transcurso del estudio, recomendándose que se equipare a los
     docentes universitarios al resto del personal del gobierno de
     Puerto Rico, para los cuales no existe un límite superior de
     salarios para el cálculo de las pensiones.  Estos deben ser
     incorporados a las gestiones de una nueva forma de Gerencia de
     Recursos Humanos.
  2. ¨2.  San Juan Star - article 1n the business section - possibly
     Wednesday, April 2, 2001.  This discussed the state of the
     government retirement system - stating that since 2000 the system
     had been changed to defined contribution, and that the funds
     formerly alloted to employer contribution have been shifted to
     paying off the actuarial deficit for existing employees, and that
     no employer contribution will be made for new employees.
  3.  3.  Recent circular on purchase of years of retirement - this
     applies only to employees with 27 or more years service, and quotes
     amounts in the range of $90K - although not stated in the circular,
     these calculate out to the amount of the three years retirement
     later to be received plus the employer and employee contribution
     for those three years.  Also a $275 actuarial study charge is
     levied for even asking - a lot of money for entering a few numbers
     in a computer program.
  4.  4.  The recent tope change, in which the tope was changed to
     approximate the full professor salary for arts and sciences, but a
     much larger charge was levied on engineering for participating.

Because of these happenings I would recommend looking very carefully at
any acts of the legislature, Sindicos, or retirement board.  The
academic senate, APPU, and the faculty of engineering have neglected to
consider faculty interests in this situation and show every indication
of continuing to do so.
