The retirement algorithm is fairly simple.  Retirement is a function of:

       Years of service - min(years,30)
       Average of the top 3 years of income or tope (whichever is less)
                    min (average(top 3 years), tope)
       Whether the person is over 65 and on the 5% plan (called the plan
de coordinacion)

The function is highly nonlinear - for less than 20 years service it is
1.5 % * years service
For 20-29.9999 years it is years service*(1.5 + (years-20)*.05 %)
For 30 years it is 2.5 - 75%.

For 5% people the deduction is 0.5% * years service.

Unless a window is in force, retirement is only possible after 58 (with
25+ years of service) or 65 (with 10+ years).  With 10 years, the
university's share only is returned, but without interest.  However, if
an individual pays the system, interest is 8% per year.  The window, of
course, was the issue of the huelga.

Some examples:

minimum wage person - retires at 50 - 30 years - $12K per year * 75% -
9K per year for life.

Prof - age 65 - 18 years credited service - tope $35K - 7% plan - $9.3 K
per year.
Engineering - tope upgrade was $14K before interest, yielded $4K per
year
Prof - age 56 - 30 years - tope 50K- $37.5K per year
Engineering MS. - tope upgrade $ 7 K, yielded $11.25K per year
Prof - age 57 - 26 years real service - 4 full-salary Ph. D. years also
credited - $37.5 K per year
Arts and Sciences Ph. D. - tope upgrade was $4K, yielded $11.25 K per
year
Prof - age 59 - 20 years real university service + 4 years full-salary
Ph. D. years + 6 years elementary school service - $23 K /year (retired
under $35K tope in 1992)
Arts and Sciences  Ph. D. - before tope change
Prof - age 69 - 26 years university service - 5 % plan - $13.6 K per
year.
Engineering Ph. D. - before tope change
Politician - age 55ish - 25 years basic service - 7 other years - $53K
per year
This individual had to pay $38K to upgrade from 25 years - $27K to 32
years - $53K
This happens to be Edison Misla.  The regular government plan has no
tope.

The technique used to screw engineering was to set the tope at $50K,
which is the A&S full prof Ph. D. salary, but to charge back based on
the salary earned up to $50K.  This resulted in tope upgrade bills for
profs in engineering of up to $19K, for all others the max was about
$4K, for exactly the same benefit.

The technique to screw profs who come in at later ages is the highly
nonlinear multiplier and its effect on people who can't stay 30 years.

In addition, the engineering school also takes a hit - the 13.7%
university share is charged against its budget - or against research
projects, even though it is used for no-docentes and some other folks,
but not for engineering.

When one factors in life expectancy, the payback/payin ratio between
faculty and other employees can differ by as much as 10 to 1.

I don't want to accuse the retirement board or the University
administration (which approves these regulations) of incompetence - I
believe they knew what they were doing and that it reflects their
valuation of faculty members versus politically selected folks.

I have more material developed in the mid-80's when hearings were held
on these issues;
unfortunately it is not in electronic form, so I will have to send it
separately.

It should be noted that neither the engineering faculty, nor APRUM, nor
the academic senate have ever commented on or supported the faculty in
these matters.
